MI Collaborates with Rep. Roscoe Bartlett (R-MD) on Energy Bill

Arlington, VA, August 8, 2007 - Millennium Institute is closely collaborating with Congressman Roscoe Bartlett’s (R-MD) office to analyze the impacts of increasing the Corporate Average Fuel Economy (CAFE) standards (H.R. 1506, H.R. 2927, and Revised Markey bills) and introducing a National Renewable Portfolio Standard (RPS) H.R. 969 bill.

MI simulated its Threshold 21-USA (T21-USA) to create new scenarios showing the impact of these proposed bills on social, economic, and environmental areas. Alternate scenarios were also compared to better understand what the relative advantages and disadvantages are.

Insights gained through this exercise were also used to carry out an analysis of the implementation of new RPS on Maryland’s society, economy and environment.

Corporate Average Fuel Economy (CAFE)

  • H.R. 1506, introduced by Rep. Markey
  • (35 mpg by 2018, passenger vehicles < 10,000 lbs.)

  • H.R. 2927, introduced by Rep. Hill-Terry
  • (32 mpg by 2022, passenger vehicles < 8,000 lbs.)

  • Revised Markey Bill introduced by Rep. Markey
  • (35 mpg by 2019, passenger vehicles < 8,000, whole transportation sector)

Renewable Portfolio Standard (RPS)

  • H.R. 969, introduced by Rep. Udall, Tom
  • (20% RPS by 2020)

  • In addition: 15% RPS by 2020, 10% RPS by 2020.

 

The T21-USA model is a scenario-planning tool offering a framework under which divergent views about the energy, climate change, and sustainable development debate can be examined in a cooperative and non-partisan. The model provides a transparent and comprehensive means to assess the broader benefits and impacts of various policy proposals in order to determine the best paths to attaining a sustainable energy future for the United States.
