Climate Change Impacts on the Competitiveness of Energy-intensive Manufacturing Sectors

Four major manufacturing sectors – iron and steel, aluminum, paper and pulp, and chemicals – account for nearly half of the energy consumed by U.S. manufacturers. These sectors are thus highly vulnerable to volatile energy prices. Millennium Institute and High Road Strategies are collaborating on a study to examine how various climate policy proposals will affect the competitiveness of these energy intensive sectors. The study is being conducted for the National Commission on Energy Policy (NCEP).

The investigation will assess the options and opportunities in the target industries for reducing energy costs and improving energy efficiency under different policy scenarios.  These include the analysis of how different policy options might affect manufacturers’ investments in energy efficiency improvements to offset energy price increases. The study will also assess the possibility of manufacturers choosing non-energy actions – such as shutting down or moving capacity offshore – in response to energy cost increases
